On May 22nd the Government published their report in response to the IICSA Final recommendation paper. The Government have stated that they have accepted 19 of the 20 recommendations issued by the inquiry however, IICSA Changemakers, like others, believe the number of recommendations to have acceptance, movement or action is significantly lower.
IICSA Changemakers work over three core areas ensuring that the voice of the survivor remains key as policies are designed and services developed. Using the well-established networks of the NWG all work will be co-developed and tested with practitioners.
IICSA Changemakers remain open to engaging all Government departments as the details of further calls for evidence or consultations are launched.

Our deterrence campaign aims to prevent people from viewing and sharing sexual images of children online and having sexual conversations with under-16s online. It raises awareness of the growing problem of online child sexual abuse and directs people concerned about their own or someone else’s online behaviour to our confidential and anonymous help to stop.
We use our wealth of knowledge – including our understanding of abuser behaviour, prevention theory and practice – to deliver targeted, evidence-based interventions that help keep children safe.
Our prevention work includes public education, and early intervention with families considered at risk. Our specialist staff carry out risk assessment, advise on case management and provide intervention programmes to ensure family safety.

The Hydrant Programme is a national policing programme supporting the work of the National Police Chiefs’ Council (NPCC) Child Protection and Abuse Investigation Working Group.
Originally established in 2014 to coordinate the response to non-recent child sexual abuse, but now supporting forces, partners and stakeholders across all child protection and abuse investigation issues.
Hydrant develops policy and strategy on behalf of the NPCC, develops and delivers best practice advice including a learning, review and improvement function, provides a strategic analysis capability and works in partnership with key stakeholders and partners in the vulnerability sector.
Our work
Peer Review and Peer Support
he Learning, Review and Peer Support team provides free of charge Peer Review, Peer Support (PRPS) and Debrief services to police forces.
Our experienced, qualified Review Officers are supported by a cadre of national Senior Investigation Officers with lived experience of child protection and investigation. The team is able to draw upon subject matter experts including victim and survivor advocates, psychologists advising on trauma informed practices, specialist communications and media experts and national disclosure and interview leads. This is a supportive process for investigators and police staff of all levels to enhance investigations.
The service can be adapted to suit the needs of anyone who will benefit from working with the team.
Analysis and Research
The Analysis and Research the focus mainly on contributing to policing’s understanding of the scale and nature of the threat from child sexual abuse and exploitation.
Recently this work has expanded, with the team working on a project that will provide a greater understanding of the scale and nature of the threat from complex and organised group-based child sexual abuse and exploitation. Data held by all forces in England and Wales feeds the Complex and Organised Child Abuse Database (COCAD). The benefits for policing at a national, regional and local level in respect of data quality and the resource in order to obtain this type of data is significant. This single data request to forces will additionally service the needs of the VKPP, National Crime Agency and the regional Child Sexual Exploitation analyst network.
Partnership Hub
The Partnerships hub engages with organisations from across the vulnerability sector. This engagement strengthens our relationship with key partners, facilitates the process of information sharing and provides a pathway for complex referrals to be made into policing.
The Partnership Hub offers three core areas of partnership support, engagement, and collaboration:
No partnership working, nor child centered approach, can be effective without actively engaging with and learning from those with lived experience. The Partnership Hub therefore collaborates with several partners who support, represent and advocate for victims and survivors of child sexual abuse and exploitation. The Partnership Hub recognises the importance of restoring victim and survivor trust and confidence by dealing with complex safeguarding cases in a prompt equitable and transparent manner for those most closely effected.

The CSE Taskforce
The Child Sexual Exploitation (CSE) Taskforce was established in May 2023 to enhance the policing response to group-based child sexual exploitation and abuse, and with partners aims to improve:
• How we prepare our response to threat. It is vital to put the voices of victims and survivors at the heart of any response to child abuse and exploitation.
• How we protect children from exploitation and abuse
• How we prevent group-based child sexual exploitation
• How we pursue those that perpetrate crimes and bring more offenders to justice.
In doing so we will increase the confidence of both victims and survivors, and the wider public in the policing approach to tackling child sexual exploitation and abuse.
The Hydrant Programme lead the CSE Taskforce and are supported by two other national policing programmes, the Tackling Organised Exploitation (TOEX) Programme and the Vulnerability Knowledge and Practice Programme (VKPP). All are uniquely placed to offer support, advice and guidance to police forces, partners and stakeholders working in child protection and abuse investigation.
Following the announcement that a CSE Taskforce aligned to the Hydrant Programme will be launched, Ian Critchley, National Police Chiefs’ Council Lead for Child Abuse, said:
“We have made significant improvements in how we respond to child sexual exploitation in the past decade. The Government’s formation of a new taskforce will help enhance our action against offenders acting in groups and protect children from these appalling crimes.
“Child abusers come from all parts of our society and sadly most abuse happens in the home; police forces target all offenders – no matter who they are or where they come from.
“Our police action needs to be supported by individuals acting on and reporting concerns and organisations treating their duties to protect children with the utmost seriousness. It should also be supported by a rigorous legal duty on tech companies to keep children safe online and report more offenders. The Online Safety Bill is a critical opportunity to achieve this and make our society safer for children. “To victims of abuse, please speak out. Whether you speak to our dedicated and trained police specialists or brilliant support services, you will be listened to, taken seriously and supported.”
A centralised, youth-focused social media presence that provides reliable information, advice and safeguarding, through targeted content and consistent meaningful engagement, at times that suit teens.
YourPolice.UK is the NPCC’s Digital Youth Engagement channel which has been building up an audience of engaged young people on social media for over five years.
The channel puts out a new post every day about policing, the law, youth issues and the space where these all intersect, providing a trusted source of information, helping young people make informed decisions and helping to keep vulnerable people safe.
The channel is monitored twelve hours a day, seven days a week and, in a friendly and human tone, we respond to every single comment. This helps us to build trust and confidence, safeguard vulnerable young people and put a human face and voice to policing across the country.
Founded on the principles of Procedural Justice Theory, we are honest, factually accurate and human. We let young people know how they should be able to expect to interact with policing, what their rights are, and what they can do if they are treated unfairly. With a combination of featuring real officers and staff, humanising policing and being honest and conceding that, sometimes, some people have negative experiences with policing (and letting them know what they can do about it), we build trust and confidence and let young people know that we are there if they need us.
Founded in 2014 by experienced Probation Officers specialist in rehabilitating those with sexual offence convictions, we provide behaviour intervention and protective parenting programmes to support change, family safeguarding, and suicide reduction.
Safer Lives Ltd
Founded in 2014, Safer Lives is a UK wide agency, made up of qualified professionals from the fields of Probation, Social Work and Forensic Psychology, led by sexual offence specialists Jenny Greensmith and Andy Green. Safer Lives work primarily with online sexual offending, through the Safer Lives Programme for adults, and the Transitions Programme for younger people (16-25). These one-to-one behaviour intervention programmes provide opportunities for lifestyle and psychological change and provide emotional support to people who are under police investigation or as part of conditional cautions. A further overarching aim is to protect suspects and family members from suicide.
We also provide risk assessments and behaviour intervention programmes for Family Courts and Children's Social Care services. This includes a 1-1 structured protective parenting intervention, The Insight Programme.
Safer Lives chooses not to provide groupwork to ensure all structured intervention programmes are individualised and personal to the person undertaking them. This way individuals develop a working relationship with one practitioner - something evidence suggests is key for positive change.
